Rear heater controls not working, no cable

So our rear heater controls used to work, but for ages they haven't and simply blew hot air. Today I took off the panel and had a look underneath to find that there is no cable attached to the controls. I've had a look down inside and can't find any loose cable. Everything that's in there is attached to something (e.g. window blind control).
Is there something basic I'm missing?

We've the manual controls but the same problem, the sliders just move freely and don't make any difference.

Has anyone found where the wires are for the controls?

Well if it used to work and then stopped and a cable is missing, someone has played with it! Has there been any work carried out by a garage or the like who might have forgotten tp reconnect things!
