We are in the same position. I called TfL and it’s only when you drive it, so if it’s parked you don’t have to pay. No answers here, I’m sorry. Ah, OK. The conversion probably does need the swivel seat to work properly. It's a rear conversion with two little storage boxes in front which double as seats. You swivel the passenger seat round and get a nice 4 person set up to sit and have a cup of tea. But safety is more important and I guess w...
