Black upholstered pad behind the front seat

Sorry if it's the wrong forum, but I don't know where else could I post it. I'm wondering what's the purpose of the black upholstered pad, which is located behind the driver's seat. You can lift it, but it doesn't click in any position. It looks like it should be used as a footrest, but I have no idea how it works. I hope you know what part I'm talking about.
