Should add, it is now nearly 4pm and the 100w panel is in the van against the windscreen on a pretty miserable day to be fair!

Yup those are fully acceptable, I would guess its a pretty cloudy / low light level day for the panel to be only generating 13.8 volts itself ?
Is the new controller an MPPT style one ? The fact that its actually putting 0.55 Amps into the battery would suggest it is an MPPT controller even when its operating under very cloudy conditions by the look of it ?

It is very cloudy and poor light level. The controller is just a replacement of the other Renogy Wanderer (except negative ground), so still only a PWM controller as far as I'm aware.
