If you're not prepared to, or able to cut out the rot and weld in new steel I would advise using a chopped strand glass fibre paste as it is non porous

Clean it off, both sides if possible. Treat with a rust killer both sides, then filler pushed through and mushroom it both sides. then paint over inside and wax it.
Chopped fiber glass is just as good but will give a rougher finish.
If you wanted to paint over it you would need a polyester filler on top.
With the stuff you suggested you could get a paintable finish off that filler.

Thanks bongolia
my intention is to stave off the worm for a while until the big job is needed.
the top coat/ clear coat is knackered and powdering all across the van.
I'm looking for a respray next year or year after depending on number of factors.
apart from this currently no rust.
No problems in last 4 years of ownership.
