Handbrake

I need to sort the handbrake. I thought I had it figured as one of the pins had broken that holds the shoe in place and the spring below has come off.

Put it all back together, used the adjusters inside the drum to adjust until it was rubbing, then backed off one turn.

Handbrake still rubbish, used the in car adjuster to adjust further, I can make it so it is full on after about 5 clicks and won't move any further but it barely holds. Going for 9-13 clicks is the same it will hold but only just.

Anything I'm missing?
