I think it is just part of the winter pack - you probably dont have it (I certainly dont).

If you go to "Part finder" "vehicle Index". Then choose your Bongos age. You will find a dropped down of parts of the Bongo. Click on "Around the Engine (diesel)" scroll down to "Exhaust Valve system". The drawing is quite informative. Maybe that will help. If not maybe you could phone Panda Diesel specialist. 0800 137899 Neil there seems pretty knowledgeable.
