Fundamentaly auto trannys need 2 simple inputs to change gear, be they hydraulic controlled units or (as in the Bongo) electronically controlled. They need to know a) how fast the vehicle is travelling & b) what does the driver want? i.e. does he/she want to go fast or slow. From this the ECU (computer) will decide when & how the shifts are to happen.
When you say it doesn't change up through the gears, is it stuck in 1st or a higher gear probably 3rd? If 1st have you tried driving the car at full throttle (warm the engine up 1st) to see if it shifts around the red line as it would if you are accelerating away with your foot hard down on a vehicle without a problem, if it does shift then you have a TPS problem i.e. the trans ECU thinks you are flat out all the time so it won't upshift unless it see's high rpm under load. If it doesn't shift don't thrash the pants off it, but it needs to be done. The other problem if stuck in 1st could be a duff output speed sensor, that whilst electrically sound (in other words not shorted or open circuit) but that isn't outputting any signal, the ECU then thinks you are not moving & keeps you in 1st.
If it is stuck in 3rd with no hold light flashing then check, first of all that you have no fuses gone, no power to the ECU = 3rd gear & (if it is like other cars where I have had this problem) no hold light flashing. If the fuses are good then the ECU end of the harness needs to be checked to see if there is power & earth's where they should be. If the power is all present & correct then a signal monitor would need to be wired to the solenoid feeds to see if the ECU is commanding shifts & the tranny is ignoring the command or if the tranny is doing what it is told & that the ECU is commanding 3rd.

It probably is something more technical, but have you checked the level with the 'box warmed up & running? Have you any idea if the oil has ever been changed & the filter cleaned?

Same 'box & controls whether it's 2wd or 4wd isn't it? shouldn't make any difference with the symptoms described?
