Refurbishing our Bongo

The past 4 weeks have seen us strip, replace, alter the interior of our Bongo owned for the same length of time. Exploring I found an engine under about 15 yrs of dust now a lot cleaner. On taking the plastic tray off I found on top of the engine a red and a black wire (appear to be part of original harness) with approx 5 feet of black/white 'bell wire' attached and scrunched but chopped off at one end with no insulating of the end of the wires. The red n black look as if they can carry up to 10/15amps. As yet I have not got around to the wiring diagrams but for a quick fix thought I'd ask if anyone could ID them. Also found what may be the laquer on the paint coat of the aerofoil breaking up and another whitish patch above front windscreen. If it is the laquer does that mean a respray or can it be re-coated without the main colour being done also. Just before I bought it the heater resistor was replaced and the previous owner says the speed control was working but now it does not. Fan spins, fuse Ok so gues I'll whip out the resistor before I pull out the fan to check the brushes. any info much appreciated.
