Fuston water tank drain tap..

Our drain tap has always been a bit awkward with a tendency for the tap to move at the thread where it enters the white moulded plastic tank. I often had to turn the plug itself to screw that up tighter into the tank thread before I could open the very "sticky" tap to drain the unused water out.
Now the tap where it enters the tank spins in it's hole (and most probably leaks). I suspect having lost grip from a nut on the rear inside the tank. Just wondering if anyone has experienced such a problem.
I can see a large 4-5 inch circular red 3 finned cap on the bottom. Can I assume this is some kind of access hole which you can try and service the tap ? cheers
