Vacuum system help

I have had some long term issues with my 02 2.5 diesel giving the flashing glow plug codes for turbo and wastegate issues.
I took it to a garage who reconditioned the turbo which was rusted solid (they think someone kept topping up coolant with water in the past...) that worked for a while but the issue is back and I can’t get back to the garage for a while. They also had to rebuild the vac system as someone had changed it to hide some of the issues the van had, like the solenoids all being rusted and broken.
Anyway whilst giving the actuator arm a wiggle to free the turbo I noticed this part of the vacuum system is not connected. This photo is taken looking under the passenger seat. The other connections all seem to match lush projects. My understanding from lush is that this missing connection should be to a 3 way connector between the metal line from the front and the one way valve.
Am I right? What does it do/difference will it make?
