Fuel shut off valve

Forgive me I'm the newbie if I get anything wrong. So, 1999 2.5td auto. Won't start done all the usual stuff focusing now on the fuel shut off valve. Anyone know what the voltage should be? We have 0.2 volts assuming the default position is fuel shut off what voltage do we need to.lift it? And where does that voltage come from? Is there a magic box were missing?

Full 12v from the battery.

Thanks for help shut off valve was in default position... off ... so 12v activated it , bongo started 1st crank !! So now to wire new supply to it with new shut off switch as can't find a defective fuse or wire... curious,? Thanks all

A sequel. Mechanic suggests new 12v supply from battery via new kill switch. We can't find supply diagram anywhere ... thoughts. ??

Have you checked the fuse supply to the Power Control Module of the ECU ?
Its the highlighted one middle row left, this feeds all the solenoids which are operated by the ECU around the diesel engine, including the fuel cut-off valve which is simply earthed via the chassis so as soon as the Ignition is turned On then the cut-off valve opens its the Black/White wire in the engine bay.
